Mayor Breed's Policy Advisor on Homelessness

 
Emily Cohen serves as Mayor Breed’s Policy Advisor on Homelessness.  In this capacity, she advises Mayor Breed and city departments on strategies to reduce homelessness across the community.
 
Before joining the Mayor’s office, Emily was the Manager for Policy and Special Projects at the San Francisco Department of Homelessness and Supportive Housing. In this capacity, she managed government affairs at the local, state and national level for the Department. She also supported the communications and community relations work of the Department.  Before the creation of the Department of Homelessness and Supportive Housing, Emily served as the Deputy Director of the Mayor's Office of Housing, Opportunities, Partnerships, and Engagement (HOPE) under Mayor Lee. 
 
Emily has worked as a direct service provider of homeless adults and families in San Francisco and as an advocate and organizer in Massachusetts.  Emily is passionate about advancing solutions to homelessness that are rooted in evidence and the expertise of people with lived experiences of homelessness.
